Anthony S. Felder, Ph.D., Founder & CEO
Dr. Anthony S. Felder is the Founder and Chief Executive Officer of Redefining the Future Network, Inc. (RTFNetwork), a community-based behavioral health organization dedicated to providing high-quality, culturally responsive services to underserved individuals and families across the Baltimore region. With a strong interdisciplinary background in education, business, leadership, and clinical practice, Dr. Felder brings a comprehensive and systems-oriented approach to advancing behavioral health care and improving community outcomes.
Dr. Felder holds a Doctor of Philosophy (Ph.D.) in Educational Leadership, an Educational Specialist (Ed.S.) degree in Education Administration with a concentration in the Superintendency, a Master of Business Administration (MBA), and a Master of Arts in Teaching (M.A.T.) in Elementary Education. He also earned a Bachelor of Science (B.S.) degree in Criminal Justice and is completing a Master of Social Work (MSW) with a clinical focus, with expected conferral in May 2026.
Dr. Felder’s professional experience spans K–12 education, higher education, business leadership, and behavioral health. He previously served in a full-time, tenure-track faculty role at Coppin State University and continues to contribute as an adjunct faculty member, teaching courses in educational psychology and social studies methods. In addition to his work in higher education, he has held leadership roles focused on curriculum development, teacher preparation, and organizational leadership. His experience in behavioral health includes clinical training, program development, and oversight of multidisciplinary teams delivering outpatient mental health, psychiatric rehabilitation, and substance use services.
Under Dr. Felder’s leadership, RTFNetwork has grown into a comprehensive provider offering Outpatient Mental Health Clinic (OMHC), Psychiatric Rehabilitation Program (PRP), medication management, Supported Employment, and expanding Substance Use Disorder (SUD) services. His leadership is grounded in a commitment to equity, access, and excellence, with a focus on empowering individuals to achieve independence, stability, and long-term success.
Dr. Felder is passionate about reducing barriers to care, promoting mental health awareness, and developing innovative programs that create lasting impact for individuals, families, and communities.
